மத்திய கிழக்கில் நிலவும் நெருக்கடி நிலைமையால் உலகச் சந்தையில் மசகு எண்ணெய் விலை அதிகரித்துள்ளமை மற்றும் ஏனைய நாடுகளில் எரிபொருள் விலை உயர்ந்துள்ளமை தொடர்பில் ஜனாதிபதி பாராளுமன்றத்தில் விளக்கமளித்தார். இலங்கையின் எரிபொருள் தேவையில் 57 வீதத்தை இலங்கை பெற்றோலியக் கூட்டுத்தாபனமும் , 43 வீதத்தை தனியார் துறையும் பூர்த்தி செய்வதாக ஜனாதிபதி சுட்டிக்காட்டினார். தனியார் துறையினரால் இறக்குமதி செய்யப்படும் எரிபொருளுக்காக தற்போது நிலவும் விலைக்கேற்ப கோரிக்கைகள் முன்வைக்கப்பட்டுள்ளதாகவும், எனவே எரிபொருள் விலை குறித்து விரைவில் ஒரு முடிவை எடுக்க வேண்டியுள்ளதாகவும் அவர் தெரிவித்தார். இது குறித்து ஜனாதிபதி அநுர குமார திஸாநாயக்க மேலும் தெரிவிக்கையில், மார்ச் மாதம் 24-25 ஆம் திகதிகளில் 90,000 மெட்ரிக் தொன் மசகு எண்ணெய் ஏற்றிய கப்பல் ஒன்று வரவிருந்தது. எமக்கு மசகு எண்ணெய் புஜைரா துறைமுகத்திலிருந்தே வருகின்றது. ஆனால் அத்துறைமுகத்திற்கு நேர்ந்த விபத்தை நீங்கள் அறிவீர்கள். மேலும் வரவிருந்த 90,000 மெட்ரிக் தொன் மசகு எண்ணெய் கப்பலும் வராது. மசகு எண்ணெய் கப்பல்கள் கிடைக்காமையினால் தான் எமக்கு பிரச்சினை உருவெடுக்கலாம். இதற்கமைய, மார்ச் 5ஆம் திகதி நாம் ஒரு டெண்டர் கோரினோம். அது இந்த 17ஆம் திகதி திறக்கப்பட்டது. டீசல், பெற்றோல், எண்ணெய், ஜெட் ஏ-1 மற்றும் 2 மசகு எண்ணெய் கப்பல்களுக்காக இந்த டெண்டர் கோரப்பட்டது. அதன்படி, ஏப்ரல் 6-7 திகதிகளில் டீசல் கப்பலும், ஏப்ரல் 16-17 திகதிகளில் பெற்றோல் கப்பலும், ஏப்ரல் 12-13 திகதிகளில் மசகு எண்ணெய் கப்பலும், ஏப்ரல் 10-11 திகதிகளில் விமானங்களுக்கான ஜெட் ஏ-1 கப்பலும் வருவதற்கு டெண்டர்கள் வழங்கப்பட்டுள்ளன. உலக சந்தையில் ஒரு டொலரால் எண்ணெய் விலை அதிகரித்தால், எமது நாட்டில் எண்ணெய் விலை 2 ரூபாவால் அதிகரிக்கும். இதுவே விலை சூத்திரமாகும். டொலருக்கு நிகரான ரூபாயின் வீழ்ச்சி காரணமல்ல, உலகச் சந்தையில் எரிபொருள் விலை அதிகரிப்பே எமக்கு பாதிப்பை ஏற்படுத்தியுள்ளது. உலகம் முழுவதும் உள்ள நாடுகள் எரிபொருள் விலை அதிகரிப்பு குறித்து முடிவெடுத்துள்ளன. ஏறத்தாழ 6% முதல் 50% வரை எண்ணெய் விலை அதிகரித்துள்ளது. எமது நாட்டில் நாம் 8% மாத்திரமே அதிகரித்துள்ளோம், ஆனால் உலகில் 49% வரை அதிகரிப்பு ஏற்பட்டுள்ளது. 57% எரிபொருளை பெற்றோலியக் கூட்டுத்தாபனம் வழங்குகிறது. கூட்டுத்தாபனம் மாத்திரம் இருந்திருந்தால், ஒரு நேரத்தில் நட்டமடைந்து மறுநேரம் இலாபம் ஈட்டி இதனை முகாமைத்துவம் செய்திருக்கலாம். ஆனால் 43% தனியார் துறையிடம் உள்ளது. தற்போதைய சந்தை விலையை வழங்காவிட்டால் எரிபொருளை இறக்குமதி செய்யப் போவதில்லை என அவர்கள் கூறுகின்றனர். அது நியாயமானது. அவர்களின் கணக்கீட்டின்படி, ஒரு கப்பல் மூலம் அவர்களுக்கு 55 மில்லியன் டொலர் நட்டம் ஏற்படுகிறது. இவ்வளவு பெரிய நட்டத்தில் யாரும் எண்ணெயைக் கொண்டு வரமாட்டார்கள். எனவே, எரிபொருள் விநியோகத்தில் தனியார் துறையின் பங்களிப்பு அவசியமானது. ஆனால் அவர்களின் செலவுக்கு ஏற்ப விற்பனை செய்ய முடிந்தால் மாத்திரமே அவர்கள் பங்களிப்பார்கள். எனவே எரிபொருள் விலை குறித்து நாம் மிக விரைவில் கவனம் செலுத்த வேண்டும். தற்போதுள்ள சட்டத்தின்படி நிறுவனங்களுக்கு விலையை அதிகரிக்க அனுமதி உண்டு. இருப்பினும், சட்டத்தின்படி உச்ச விலையை பெற்றோலியக் கூட்டுத்தாபனமே தீர்மானிக்கிறது. நாம் இந்த நிறுவனங்களுடன் ஒப்பந்தம் செய்திருந்தாலும், சட்டத்தில் தேவையான திருத்தங்களைச் செய்யவில்லை. எரிபொருள் மூலம் எமக்குக் கிடைக்கும் வரி வருமானம் 20 பில்லியனாகும். கடந்த ஆண்டு டீசல் மீதான வரியூடாக எமக்கு 240 பில்லியன் வருமானம் கிடைத்துள்ளதாகவும் ஜனாதிபதி தெரிவித்துள்ளார்.
